Expecting a crowd to gather relating to this event, Local police asked IPTF to be present at the scene. Six monitors and two legal adviser were assigned to this mission starting at 22:45.After their arrival at the central prison, GR 929598, they contacted deputy director of the prison and came to know that they were only six persons with Algerian nationality who were detained there month ago charged with terrorism. CANTENO and Federation supreme Court, Dealing with the case, decided to be release them on the 17th of Jan. 2002 by 24:00hrs due to the back of sufficient evidence. But the Deputy Federation minster of Justice had ordered prison authorities to hand over the mentioned individuals to the police. The police unit including units of support, units of anti terrorist and other units from the local station arrived at central prison in ordered to escort the convoy to an unknown destination around 23:30 hrs, Around 50 protestors, mostly Muslim men and women started to gather around prison and started protesting against handover measure as they through the warrant was not valid anymore. IPTF found the detainee warrant expired starting from the 18th of Jan. They started blocking the main street including all the Junctions around the prison. The IPTF monitors split in two teams, inside and outside the prison. George Melon Acob was in charge of the handover operation as the protestors continued to gather in front of the prison gates and neighborhood, they reached approximately 300 to 400 people at 01:00 hrs on 18th Jan.2002, They were shouting and acting in an aggressive manner. The local authority could not make a decision regarding the direction of the convey because the streets and junctions were totally blocked by the protestors and their cars. Meanwhile the prison back up forces from Sarajevo Central Station arrived to support the operation. The Federation ministry of interior decided to take the prisoners out handcuffed and put them in three vans. As the situation outside the prison was very tensed the prisoners were and removed through the main gates in to another van. The situation remained unchanged for a couple of hours.At around 04:00 hrs, a representative of the ministry of interior arrived and took the command of the operation. At the same time the crowd in the street started disperse due to the cold weather. But he Junctions still remained blocked. At around 0500 hrs, most of the demonstrators had left the scene and removed the cars form the junctions. Finally with force the succeeded the released the prisoners, police cars to an unknown destinations. No one IPTF was injured but two UN Vehicles were surrounded by demonstrators for four hours. Some protestors were arrested ; some people officer were injured as well as the protestor.STRANDED PASSENGEROn Sunday, the 25 the of September, 2005 at 0600 hrs two med called Victor and Alex came to the UN Police station at Green Villa and reported more than 150 people including women and children were stranded onboard in a vessel somewhere around Sector Crew about 15 kms from Green Ville Grid Ref. 493155. The passengers were facing severe illness an shortage of food water and medicineAccording to Victor and Alex, who had managed to come ashore by boat from a their vessel, the passenger vessel hand left Harper in Maryland country on Wednesday, the 21st September 2005 at 13:12hrs heading for Monrovia. On its way to Monrovia the vessel developed an engine problem a day after the departure, Most of the passengers were refugees recently returning from Ivory coast to take part in the presidential elections coming up in October 2005. The captain of the ship identified as Junior, was said to be helpless as the children on the ship were constantly vomiting. There was no medical doctor, no medicine, no food, and no drinking water onboard. That could turn into a severe dehydration and a possible disaster. There an urgent help was needed. The team leader of UN Police in Green Ville Organized a emergency meeting that the Ethiopian Military commander be contacted for the assistance. The UN Police team leader together with chief of UN security, met the commander who gave out some food items and drinking water, He ordered the head of the medical unit to lead a medical teal to the vessel . Leaders of the Ghanaian Fanty fishing community were met by the civil affairs team and the country authorities to assist with canoes and men to rescue stranded passengers. The rescue team left Green Ville at about 11:30 hrs with 15 canoes and four small motor boats. At 16:45 hrs they returned with all the passengers except the captain and three engineers, who were left on board to carry out the repairs with enough food and drinking water. Three of the children one boy and two girls were critically ill. They were admitted to the Ethimitted to the Ethiopian battalion medical center.At 14:00hrs, on 27th September, 2005 the UN police team leader visited the medical center and he was glad to hear that the three children were fully recovered and had been discharged. He went to see the commander of the battalion to show appreciation for his assistance. One of the engineers came to inform them that the ship was ok and ready to seal. The ship had been brought to Green Ville a walking distance from the military base and all passengers to back to the ship and by 16:25 hrs the ship was on the high sea heading to Monrovia.ASSAULT OF FOREIGNERSTwo Chinese nationals were assaulted by 5 heavily built local men on 21st November 2005, at 0800 hours, on the street near the Sport Stadium Liberia.When the two Chinese People were walking along the street neat the Sport Stadium, Two 19 years old local boys; One 162 cm tall and other 179 cm tall, came and snatched one of them their mobile phones. They caught one of the thieves; the younger one, but second one ran the motor park and came back 5 heavily built man all armed with sticks. They started beating them up without asking what had happened. An attendant nearby gas station, who had witnessed all this, made a call to the police station with his mobile phone and informed about the incident. The chief of police was no at the station at that time since he had gone to the meeting with Inspector General of Police. The duty Officer dispatched two police dispatched two officer with ID No 092 and 097 to the scene which was located 250 meters from the police station. Up to their arrival, they found 2 Chinese men lying on the ground. The older one had got deep cut on his left hand and younger had got bruises all over his bodies his bodies. His blue Jeans trousers and white shirts were torn and stained with blood. When the police arrived, three of the attackers. The Police with ID No. 092 radioed to duty officer were able to inform all about incident and requested for an ambulance. 20 minutes later the ambulance arrived and the victims were taken to the Jordanian Hospital 25 and 27 years old lived at 29 street No.5, Central Monrovia and worked for road Construction Company. The arrested suspects were taken to the station. One of the fleeing attackers was caught by security guard of a nearby warehouse and was brought to the station. Others were still at large.Later the police chief was briefed by the duty officer about the incident. He was upset since there had been increased violent attacks on foreign national in the past two months. All the arrested suspects would be sent the court with necessary papers on Money.UNMIL RADIO:People around the world like to listen to the radio. People listen to the radio at home ,at work, in the car and in the streets. People listen to the news ,weather forecast and like to listen to the music. Liberians are no exception to this common tradition. The civil war in Liberia was over in 2003. People’s lives and hopes turned to good .More Liberians began walking with a radio in their hands listening to the news music. There are three main radio stations in Monrovia operating on FM frequency: Music radio on frequency 90,2. Official radio of the United Nations Missions in Liberia on frequency 91,5; and World news radio station on frequency 103. The transmission of these radio stations is also well heard in neighboring countries like Sierra Leone, Guinea and Ivory Coast. A young Liberian man called Johan was listening to the UNMIL radio. He heard that the nationwide campaign on disarmament was launched on 3-d of December 2003. He also heard that the campaign was coordinated by UNMIL radio with intention to inform combatants and communities in Liberia about this program. Johan is a 28 year old Liberian citizen; he has been married for 10 years and has three kids; two sons and a daughter. The daughter is 9 years old, the oldest son is 7 and the youngest is 5. Johan and his family still currently live at his father’s house in Monrovia. Johan finished his high school in 1993 and received his certificate upon completion. During the war he was unemployed and now he is still looking for a job. Like many Liberians he usually played football on weekends and was listening to the radio. His favorite radio station is the Music radio. On 21st of December 2004, Johan went to the centre of Monrovia to look for a job as security officer at the shop. He walked into a supermarket which was trading electronic goods. While he was waiting for a manager of the supermarket to ask him if he would hire him, Johan heard an announcement on UNMIL radio about recruitment of police officers for the Liberian National Police Service. Johan left the supermarket without even having a response from the manager.Johan decided to become a police officer. Walking home John saw a poster on the wall of the Police station located in the centre of Monrovia and read that applicants, who successfully meet basic criteria in fitness, writing, psychological and medical tests would be invited for interview at the Police HQ. When Johan came home he spoke with his father about his intention to become a police officer. His father said that he would be proud if Johan was a police officer. Johan successfully passed all necessary tests and on Monday, 17th of January 2005 he was invited to come to the Police Headquarters for interviewPOLICE MEDAL:On 14th January 2005, a journalist from the police magazine called “ To Serve and Protect” went to see the magazine Director and proposed writing an article about the history of police medals awarded to citizens for their assistance to the police. The presumed name of the article was “Police Medal”. On 16 January 2005, the journalist went to the Police museum located at Main street number 74 to conduct research for the article.While in the museum he was pleased to see pictures, letters of appreciation, and medals given to young citizen for their assistance to the police during the investigation of crimes. In the records section of the museum, the journalist read that on May 7,1947 the Chief of police reported the kidnapping of an 8 years old girl, when she was walking home from school. He said that the crime might have gone unresolved if there had been no cooperation between the citizens and the police. Two youths,11 and 15 years old, witnessed the girl being abducted and took down the registration plate number, PK 5386, of the vehicle used to commit the crime. These lead to the immediate arrest of the criminals. The girl was freed and returned to her parents. The common practice of 20th century was to send letters of thanks to the citizens, but the Police department decided that they wanted something special to recognize young people who helped the police department. It was decided that a “Board of Police Commission Medal” should be formed to plan the presentation in such cases. Medal designers were instructed to enquire as to the design and costs. The following resolution was presented and passed unanimously: The Medal was to be mad e from bronze with the words “Police Commission Award” on the front side of the medal and the reverse side was to specify the name of the recipients as well as the date of the service rendered and the words “For praiseworthy service in law enforcement”. The estimated cost of production of this medal was 250 dollars. The medal presentation was always made in the officers of mayor, who also served as Chairman of the Police Commission. The first ceremony took place on the 26th of November,1947. The medals were awarded to two boys 11 and 15 years old, who reported the abduction of a girl along with vital clues that led to the immediate arrest of the suspects.The next award was presented in 1948 on April 15th to a 17 years old male, who had witnessed an armed robbery attempt at a jewelry shop. The young male began following the gunmen. He saw two Police officers and informed them of the circumstances and they were able to arrest the gunman without incident. Before publishing the article, the director of the Police magazine asked the journalist to come to his office to brief him about the article. The following conservation is dialogue between the director of the Police magazine and the journalist.WAR CRMINAL:On Friday, 28 January 2005 at 7:00 hrs a mobile police started their day shift. Two police officers drove police vehicle Jeep #864. The first route was from Police Head Quarters towards the fish market. At 07.45 hrs the officers saw a crowd of about 20 people on the Main Street on Monrovia, Grid coordinates LG 305-681.The people at the scene were shouting. The Police officers observed that there were two men fighting. Some of the people from the crowd were hitting one of them whom they believed was guilty. He was bleeding from the head. Police officers decided to stop the car. It was very obvious, that if the police patrol would not stop, the perceived offender’s life would have been in danger. It was well known from police sources that 95 mob justice cases had been registered during the past 6 months. Many of these cases had fatal results. The fighters and the crowd were acting aggressively and were very excited. Any step made by the police towards the crowd was very dangerous. The team leader of the police patrol, using the loud-speaker system warned the mob to stop fighting. It had diverted the attention of the crowd for a moment. There was no time for hesitation. Police officers rushed into the crowd and took the fighters into a police car. Then they drove to the nearest Police station, located at the airport grid reference LG 307-682. On their way , the team leader of the police patrol gave first aid to the victim and bandaged his head. The driver of the patrol car sent a radio message to the Airport Police station , reporting the fighting case, adding , that they would be arriving at the police station in 10 minutes. When the police patrol arrived to the police station the fighters were taken by the duty officer to the interrogation room. The team leader of the patrol, car was asked by the commander of the Airport police to proceed to the police station in order to give details as to what had happened. During interrogation the two men involved in the case were asked why they were fighting. The man with the injured head said, that he was 35 years old, lived on Green Street number 81. He was the employee of the telephone company called “Lone star”. He also stated that he had never seen the offender before. He then said that he left the house at 07:30 hrs for work, but was attacked by the offender. He stated that the offender accused him of being a war criminal and then hit on the head with an iron pipe. Immediately people from the neighboring houses rushed to the scene.Then the police arrived to the scene. The Airport Police Commander asked the patrol team leader to send the driver of the patrol team to the location of the incident and to find the iron pipe for evidence. The driver of the patrol team returned to the scene and found the iron pipe with blood stains, lying on the grass. The Police patrol continued the shift and drove to the forensic laboratory to deliver this exhibit for forensic examination. After the shift was over at 19:00 hrs. the team leader of the patrol team and the driver came to their office to write a report about the results of the shift.SHOOTING INCIDENT:On Monday,14th of March 2005 two police officers were conducting a mobile patrol between the stadium and the war tower. They drove Police vehicle jeep #472,red and white in color. AT 12:45 hrs, the police heard gun shots at grid coordinates LG 315-692. The driver of the police car drove in the direction of the gun fire. On the radio the team leader requested for a back up.At 13:10 hrs the police patrol arrived at house#59 on Stadium Street. The Police saw the barrel of a rifle sticking out from the window of this house , directed towards the street. The officers were not able to see who was holding the rifle out because of the window curtain. The back up police unit arrived at the 13:20 hrs and surrounded the house. The team leader of the patrol unit loudly gave the verbal command to whoever was in the house to throw the rifle out of the rifle remained in the same position. The team –leader warned the gunman, that if he did not follow the previously given verbal command, the police would open fire. Again, there was no response from inside of the house. At 13.30 hours the back-up unit began an assault on the house. As they entered the house, they observed that nobody was there. The rifle was resting on the window with the barrel pointing towards the street and the butt of the rifle was held on the back- rest of a chair. The police mad e a quick search of the house and discovered that nobody was there. They found only the rifle, two empty bullet cases on the floor near the window and blood stains on the chair. The Police did not take anything from the scene, as the forensic group had not arrived. The team leader and the driver of the patrol car knocked on the door of the neighboring house. After approximately 10 minutes a 60 years old woman opened the door. She was afraid of the gunfire near the area of her house. She stated that when the shooting started, she counted a total of 7 gunshots. Te woman also saw the three masked men of a muscular build shooting in the direction of her neighbor’s house. When the gunfire ended, she stated that she saw that masked men took her neighbor from the house and placed him into a gray colored minibus. The witness was sure that they drove towards the airport. She also noticed that her neighbor was wounded and that his right shoulder was bleeding. Te patrol team remained at the same scene to secure the evidence while waiting for the arrival of the forensic group. The forensic group arrived at the scene at 14:00 hrs. They made a search of the area and found more 5 empty bullet cases near the fence of the house.The forensic team took the rifle, all empty bullet cases and samples of the blood stains removed from the chair into custody for further examinations. Later in the shift, the patrol unit heard on the radio, that the suspected minibus was stopped at a check point near the Airport. The suspects were arrested and charged for unlawful possession of the weapons and kidnapping. The kidnapped man was taken by the airport police to the hospital.WITNESS:On Tuesday 1st of June 2005 at 10:00 hrs, an incident of mob justice was reported on telephone to the Liberian Central Police Station. The caller used the emergency 911 telephone number to call, and stated that the incident was still happening on the side of the road next to the supermarket “Green land” situated on UN road number 73. The caller further started that approximately 50 people were beating a young man with sticks and throwing rocks at him. Immediately, a police patrol unit was dispatched to the scene.On arrival at the scene at 10:15 hours, the Police patrol officers observed a large crowd of people. Upon arrival of the police, the crowd quickly dispersed. The police saw a man who was still sitting on the ground. This man was holding his hands over head trying to protect the head from receiving new injuries. His head and shoulders were bleeding. His pants and shirt were dirty and torn into pieces, so the color of the clothes was barely recognizable. He was about 18 years of age, slim build, approximately 175 centimeters tall with shaved head. The officers immediately notified an ambulance to respond to the location to transport him to the hospital. A male approached the police patrol unit and said that it was him , who called the police about the mob justice case. He said that his name was David; he was 35 years old and resides at Mango Street number 1. He said that the man sitting on the ground was a thief who had stolen a Nokia mobile phone from the mobile telephone shop in which he , the witness , has been working as a technician for the last two years. The witness then ponted to three men all about 25 years old standing at the side of the road. Two men were unnamed and one was armed with a wooden stick. The witness said that he saw that the victim was hit with a wooden stick a number of times by the third suspect. He stated that these men were the first who caught the thief and beat him with hands and wooden stick. Immediately people from the street rushed to the scene to punish the thief. Upon seeing the police officers look in their direction, two of the suspects fled in the direction of the shore of the Atlantic Ocean which was not far away. The third suspect dropped the wooden stick and tried to escape in the crowd. He was a black male, approximately 180 centimeters tall, dressed in blue jeans, green shirt and red cap. The bright color of his clothes and cap made him visible to the police. The police patrol officers gave a chase and caught the suspects. They also recovered the wooden stick with fresh blood stations. The other two suspects escaped by running into a motor boat and sped in the Ocean.The Police patrol officers handcuffed the captured suspect and charged him for assault and causing serious injuries to the victim. At 10.30 hrs; an ambulance arrived and attended to the victim. The doctors said that the he had suffered massive trauma to his head and shoulders caused by rocks and wooden stick. The injured male was taken to the Central hospital for medical treatment. The police patrol unit reported to the Police headquarters with the captured suspect. The witness was requested to come to the police station for interview the same day at 14:30 hrs.STABBING:On Monday 5 May2003, at 10:00 hours, a stabbing incident was reported to the police Station # 6 . The caller stated that the incident has occurred in the garage that was located at grid reference 153-478. Immediately, a police patrol was dispatched to the scene of the incident.On arrival at the scene of the incident at 10:15 hours the officers observed, that the 50- years old male garage owner was lying on the floor and bleeding. He had been stabbed a number of times in the left side of his chest. Due to the very serious condition of the garage owner’s wounds the officers decided to immediately transport the victim to by ambulance to the local hospital for the treatment. The twenty two years old male witness to the incident said that at 09:45 hrs, while he was 20 meters away from the incident, he observed the garage owner’s and the offender. It was a male about forty years of age, 185 cm tall, very slim build, with black hair, dressed in blue jeans costume , white shirt and black shoes, arguing loudly with the garage owner. The argument was concerning the 450-euro repair cost that he was being charged on his yellow , van type vehicle, license #273-KS- 846. The witness then stated that he observed the offender removed a knife from his pocket with his right hand and stab the garage owner in the chest three times, and then put the knife back in his pocket. Further interview of the witness revealed that he was the unemployed nephew of the garage owner and resided at the Airport Street-39. Grid reference 256-384. The witness stated that he had never seen the offender in the garage before the incident happened. The witness also added that the offender, after having stabbed 3 times the garage owner, drove away at a very high speed from the garage in the north direction. The witness further advised that as the offender was getting into his vehicle he noticed that he had bloodstains on his white shirt and on the jacket. The officers proceeded to the local hospital to interview the victim of the stabbing and to obtain further information about the identity of the offender.Upon arrived at the local hospitals the attending doctor advised the officers, that the victim was not awake and was unable to speak with them for several days due to his very serious condition. The doctor gave the telephone number of the hospital as 516-832 and told the officers that they could telephone the hospital and enquire about condition of the victim not earlier than the next morning. The investigation into the incident of the stabbing is continuing. For interview the witness was asked to come to the police station the same day.ILLEGAL MINING:On 14th of January 2006, Tony, the Chief of a small village, 200 kilometers east of Monrovia, left his home for Monrovia. He wanted to participate in the inauguration ceremony of the newly elected president of Liberia, which would take place on 16th of January 2006, in capital city. He had to walk 25 kilometers to reach the district centre where he would get a bus for Monrovia. He started at 06:00 hrs. While he was passing by the destroyed railway bridge .Tony noticed 3 men aged approximately between 25 and 29 years, digging up the ground and putting some dug soil into big sacks. After they had dilled the snacks , they carried them down to the river. He calmly followed them to the river and saw two other men within the same age range. They were standing in the river, with the water reaching up to their knees and washing the soil inside baskets in the flowing water. Tony realized that they were engaged in illegal mining of diamond. He recognized one of them, a 26 year old unemployed man from his village. He recalled that, five years ago, this man was wounded in the head when fighting was going on Liberia . He had a long deep scar on his forehead. Tony had no difficulties recognizing him. He also knew that this man was former member of the rebel group. He suspected the other men to be the same and decided to leave the place for fear of being attacked. At 13:00 hrs, Tony knew that no one in the district had a license for mining Diamond because there is an embargo on Mining Gold and Diamond in the country. So he believed that these people’s activities were illegal. The Duty Officer advised him to put down in writing, everything he has seen including the identified suspect’s home address. Tony did as the Officer had told him and continued his journey to Monrovia. He advised that if they really wanted to catch these men in the ac, they have to go there between 0600 hours and 1130 hours. The Chief of LNP informed the UN police Zone Advisors and requested for advice and assistance. The next day at 0540 hrs, two Un Police officers accompanied by the three local Police officers left in Red and White Nissan Patrol Jeep, #877 to go to the railway bridge. On getting there, they saw three men carrying heavy sacks toward the river. Two other men were in the river doing exactly as Tony had told the Police. Among them was a man with a deep longer scar across his forehead . The LNP officers ordered all the men not to move. The three men who were carrying sacks dropped the sacks and ran into the bush heading towards different directions. The ones in the river could not run and were arrested. The ones in the river could not run and were arrested.The Officers then searched the bushes around and found several empty sacks, shovels and other equipment for washing earth. They also found four pieces of natural diamond in one of the sacks. When asked their mining license , one of the men replied that they had no license, but had to do this because they needed money to feed their families. All the arrested suspects were transported to the district Police stations where they were placed in the custody pending charge in court for illegal Mining. The Team Leader of UN Police Zone Advisor Unit prepared and a situation report to the Radio room in Monrovia.STRANDED PASSANGER:On Sunday the 25th of the September 2005 at 0600 hours, two men simply know as Victor and Alex arrived UN Police station at Green Ville in Sinoe Country and reported that a passenger vessel ‘MV Marvelous’ left Monrovia, the said Vessel developed an engine problem somewhere around Settra Kru (Grid ref. 493 155) , a day after departure, Settra Kru is a small town located about 15 Kms from Greenville.The two men who brought the report happened to be passengers on board the vessel, but managed to come ashore by boat. According to them, the ship was carrying more than one hundred and filthy (150) people , including women and children. Most of these passengers were Refugees that recently returned from Ivory Coast , to take part in the Presidential elections coming up in October,2005. The captain of the ship who was simply identified as Junior was said to be helpless as the children on board were constantly vomiting . There was no Medical Doctors, no medicine, no food or even drinking water on board. Their fear was that , this could lead to severe dehydration and possible disasters. Therefore, urgent help was needed. The Team Leader of Greenville UN Police organized an emergency meeting of all UN Police Officers. Also in attendance were Heads of UN civil affairs and UNMIL Security, Chief of Liberian National Police in Greenville, and some Country to find a solution to this problem. It was resolved in the meeting that the Ethiopian Military Commander be contacted for assistance. The UN Police Team Leader together with the Chief of UN Security met the Commander who gave out some food items and drinking water. He ordered the Head of his Medical Unit to personally lead a Medical Team to the Vessel. Leaders of the Ghanaian Fanti fishing community were met by the Civil Affairs Team and the Country authorities to assist with Canoes and men to rescue the stranded passengers. The rescue Team left Greenville at about 1130 hrs with men in fifteen Canoes and four small Motor boats. At 1645 hours, they returned with all the passengers except the Captain and the three Engineers who were left behind to work on the ship. They were given enough food and drinking water to sustain them while they carried out the repairs.. Three of the Children- One boy and two girls were critically ill. They were admitted in the Ethiopian Battalion Medical Centre. At 1400 hours on 27th September, 2005, the UN Police Team Leader visited the Medical Centre and was glad to hear that the three children were fully recovered and been discharged.He then went to see the commander of the Battalion to show appreciation for his assistance. It was while he was still discussing with the Commander, that one of the Engineers came to inform them that the ship was okay and ready to sail. He also informed them that there was no need for them to worry about how to get all the Passengers back because the Ship had been brought to Greenville, a walking distance from the Military Base. When the Passengers heard this news, they were all very happy and anxious to leave. By 1625 hours, the ship was already on the High Sea heading to Monrovia.
