READING COMPREHENSION TEST 2 “Hit and Run”

It was the night of 15 Nov 2008 and the air was still.  The streets were quiet and there were few cars around though it was a Saturday night which is known to be busy. The street was dark as the street lights were not functioning due to a blackout that started at 1900hrs.  Along the main street of Comoro Rd, a few pockets of youths were seen chatting by the side of the road.  At about 2328hrs, one of the Comoro patrols, Comoro 31, was alerted by the National Operations Centre to proceed to Comoro Road just past the Australian Embassy as there was a traffic accident that took place about 3 minutes ago. Comoro 31 responded that they were proceeding from Banana Road.

Comoro 31, which consisted of 2 UNPOLs and 1 Timorese Police officer, hurried to the scene in vehicle number UN 764.  The Team Leader was UNPOL John Graham from New Zealand.  He was an experienced police officer with 20 years of service. Upon arrival at the scene, Comoro 31 discovered that it was a hit and run accident with 2 pedestrians injured.  One was lying by the side of the road and another was seated on the kerb next to him.  Without any further delay, UNPOL Graham directed his patrol partner to summon for the ambulance.  UNPOL Graham then rendered first aid to the injured person who was lying on the road.  He also instructed the Timorese police colleague to enquire if there were any witnesses to the accident.   The seriously injured victim, the one lying by the side of the road, was identified as Gonsalves Anthony Soares, 21 yrs old.  He was a second year business student at the University of Timor Leste and resided in Mandarin.  He sustained head injuries and was bleeding from his nose and ears.  It was also suspected that he fractured his right arm due to the deformity observed.  He was semi-conscious and was not responding to calls.  The other victim, Norbeto Julius Martins sustained bruises on his right knee due to falling after being pushed by Gonsalves when the vehicle was about to hit them. 

It was established that the 2 injured persons were walking along Comoro Road towards Norbeto’s house when they were hit by a red and white car with an unknown plate number.  The vehicle, which was believed to be a UN Police vehicle, hit a nearby lamp post after hitting them before it sped away after the accident.  There were fragments of broken orange glass found in the vicinity of the lamp post.  The fragments were believed to be from the signal light of the vehicle. About 15 minutes later the ambulance arrived and conveyed the injured persons to the hospital.  It was later revealed that Gonsalves succumbed to his injuries and passed away whilst on the way to the hospital.  An eyewitness was identified and would be assisting police with the investigation.

On Monday 17 March 2003, at 0745 hours, two Kosovo Police Service officers were on patrol duty in a police vehicle when they observed a white van type vehicle, license # 496 KS 858 driving very fast. The officers stopped the white van type vehicle for questioning by using their blue police flashing light. The driver stopped his vehicle and the patrol vehicle stooped five meters behind his vehicle. As the officers started to exit their vehicle, the driver of the white van type vehicle sped away very quickly. The officers ran back to their vehicle and chased the white van type vehicle west on Airport street. The police vehicle drove at speeds in excess of 120 km per hour while chasing the offender's  vehicle, but were unable to catch the offender's vehicle because it was going twenty km per hour faster than the police vehicle. Suddenly, the offender turned  his vehicle north on to an unpaved roadway. The officers continued the pursuit. The offender drove for approximately a hundred meters more, when he drove into a large hole in the road and lost control of his vehicle. The vehicle slid across the road and struck a large tree, causing damage to the front, driver's side of the vehicle and then rolled upside down into a deep ditch on the south side of the roadway at grid reference 184-846. The officers stopped their vehicle on the opposite side of the roadway and proceeded cautiously toward the offender's vehicle. When they were approximately two meters away from the white van type vehicle they could see that the offender was still in his vehicle but was not moving. There were no signs of blood or injury to the offender. As the officers got  closer they could see three bundles, approximately  35 cm by 20 cm by 25 cm, in the rear cargo area of the vehicle. One of the bundles was ripped open and a dark green plant material was spilling out. The first officer proceeded to the front of the vehicle to check the physical condition of the driver. The offender was breathing but didn't respond to any of the officer's verbal commands. The officer radioed for an ambulance and the offender was taken to the local hospital. The second officer searched the offender's vehicle and found another bundle under the front seat, with a knife. The knife was 20 cm long with old blood stains. There were no papers or registration found in the vehicle. All materials were seized as evidence and taken to police station # 4.

The bundles of dark green plant material that were taken from the accident scene were tested and found to be marijuana. The weight of each bundle was two kilos. The total estimated value of all of the marijuana was 40,000 euros. The investigation will continue until the officers can question the offender. The blood stains on the knife was tested and revealed to be animal blood, of an unknown type.

The offender was transported to local hospital and examined by a doctor. The doctor reported to the police that the offender had two broken ribs on the left side of his chest and his left arm was broken. There did not appear to be any internal injuries but the man remained unconscious. The doctor told the police that he would call Police Station #4 as soon as the man was conscious and could be questioned.

At 10:00 PM hours on Monday the 10th of January, 2004 the UNMISET Comoro Police Station in Dili received a phone call reporting a theft at a house grid reference EN008009. UNMISET Police dispatched a patrol Unit to the house. When they arrived they were met by the owner of the house Mr. Carlos Da Silva and his wife Julieta Da Silva. According to their statement they had gone to their friends party at 07:00 PM in the evening and around 10:00 PM they were back from the party. When they tried to unlock the front door they found it open, so they rushed in, put on the lights and looked inside the house. They found a TV and a Video Camera missing from the living room. One old Shot gun and cash US $1000 was also missing from the bedroom.

          A check of the house revealed that the burglar had broken the lock of the main door and entered the house. They had searched the rooms for valuable things. They had broken the safe and taken all the cash but left  the old watch and a silver chain. They also took the old shot gun which was under the bed and from the living room they had taken T.V. and a Video Camera.

 A Further witness, who live next door came forward and stated that at 09:30 hrs his dog started barking so he looked out from his window and saw two men walking back to the car from Mr. Da Silva's house. He did not remember the registration number but he was sure that vehicle was Blue Opel Car.

On Wednesday 04 June 2003, at 1130 hours, an old lady entered Police Station #3 and asked if there was a female officer working. The duty officer told her that there would be a female officer available at 1400 hours. The old lady thanked the officer and left. At 1430 hours on the same day, the old lady returned to the police station with a second female and child. She asked if they could speak to the female officer that was now working, and they were taken to interview room #2. The female officer entered the interview room and asked the ladies why they needed to speak with her.  The first lady said that the other lady was her sister and that she was the victim of her husband beating her almost every night. The officer asked the second woman if that was true but the woman did not respond to her question. She just looked down at the floor. The officer approached the lady to look more closely at her. The officer observed that the woman was quite thin. The first lady told the officer that her sister had lost 15 kilos of body weight in the last 3 months and that she now weighed only 40 kilos. She was dressed in long, dark clothing, with a black scarf on her head and dark glasses covering her eyes. The officer could see bruises on the lady’s face and asked her to remove her black scarf and glasses. As the woman lifted her arms to remove her glasses, the police office observed bruises on the woman’s wrists. When the scarf and glasses were removed, the officer could see that the left side of the lady’s face was bruised and swollen and that some of her hair has been cut unevenly. The officer asked who did this to her and the woman quietly said that her husband did it last night at 2100 hours.  The officer instructed the lady to tell her what happened.  The lady said that when her husband came home last night he smelled very strongly from drinking beer. She asked him where he had been and he told her, “Shut up! I am the man of the house and I can drink beer if I want.” The officer asked the woman if her husband drank beer very much and she said that he was drinking beer since he lost his job when the factory closed. The officer asked if he had ever struck her before and she said that he hit her once or twice. The lady’s sister interrupted and told the officer that the husband had beaten her many times and that he was the person that took scissors and cut her sister’s hair to shame her. The officer asked the woman if her husband had ever beaten anyone else or acted violent. The lady said that many times her husband would come home and throw things to break them but last night after he hit her he said that he was going to beat their child. The lady started to cry and explained that they have one daughter, three years old. After her husband had beaten her he fell asleep so she took her daughter and fled to her sister’s house. On Wednesday 04 June 2003, at 1800 hours two officers from Police Station #3 went to Main Street #6747, grid reference 447-927, to interview the husband of the victim. He stated that he did not care if his wife left him, and that he should have the right to beat his wife anytime that he wanted. He said that he was not remorseful, and that he was proud that he had beaten his wife severely. The officers arrested the husband and transported him to police station #3 for further questioning. The investigation is continuing.

Incident report #SSU 022/3894

                At 0030 hrs on Sunday 25 February 2003, in the Prizren area, German KFOR along with French UNMIK police unit were on patrol when they found the body of a male, about twenty years old, with long black hair, wearing black pants, a red shirt and no shoes, lying in a ditch at the side of the road at grid reference 674-473. The body of the young man had tape around both wrists, over the mouth, and a large knife type wound in the chest. The victim also had a tattoo of a black snake on the back of his right hand. All of the victim’s pockets were empty and there was no further information known about the victim.. The only witness to the incident was a forty year old male Albanian named Agron, who was very frightened that if he spoke to UNMIK or KFOR that he also may be killed for talking about a local black market Albanian chief. Agron was told by the German KFOR and the French UNMIK Officer that they would guard and watch over his home and family from any actions of revenge from the black market chief if he would talk to them. Agron agreed to give information about the incident that he witnessed.

The Prizren Serious Crime Unit interviewed Agron with the German KFOR and the French UNMIK. Agron told the interviewer that while in his residence above the “Good Times Bakery” at grid reference 676 320, at about 2300 hrs on Saturday 24 February he heard very loud yelling of several persons downstairs from his residence above the bakery. When he went downstairs to see what the problem was he was met at the door by a man that was holding a half-meter long knife in his right hand. Agron identified the man as “Bekim” the local black market chief. Agron stated that he could see beyond the doorway into the room, and saw a young man with long black hair and a red shirt sitting in a chair with his wrists taped to the arms of the chair and his mouth covered with tape with the bakery vehicle driver Mentor standing beside him. Bekim told Agron that if he wanted to live, he should forget what he had seen that night. Agron said that a short time later he observed from his residence window, the dead body of the victim being placed in the back of the white bakery delivery van, license # 669 KS 668 by Bekim and Mentor, and driving quickly away from the area of the bakery.

The Serious Crime Unit, located and matched to the victim, a missing persons report  from Pristina, about a male, Albanian, age 23, by the name of Arben who had a black snake tattoo on his right hand who was in the witness protection program and scheduled to testify against Bekim and Mentor for theft and drug sales. The Serious Crime Unit, and UNMIK went to the “Good Times Bakery” at grid reference 676 320 and arrested Bekim and Mentor. During a search of the bakery the Officers recovered several pieces of blood stained tape, white shoes and a blood stained large knife. The seized items were turned over to the Forensic Section for analysis. Bekim and Mentor were brought before the Investigating Judge. The investigation is continuing.
