Canada hostage situation ends peacefully

     

                  Edmonton gunman surrenders, hostages freed Wed Oct 21, 11:45 pm in Alberta – A man who barricaded himself with eight hostages inside the Edmonton Workers' Compensation building has surrendered, 10 hours after the drama began. Edmonton police spokesman Dean Parthenis said the man surrendered Wednesday night without incident and that all hostages were unharmed. Police Insp. Terry Rocchio said the eight hostages were released throughout the day.

The gunman, described as a disgruntled client, had charged into the Workers' Compensation Building in downtown Edmonton armed with a rifle about 8:45 a.m. (1445 GMT) Wednesday morning, and quickly took a number of hostages in an office on the eighth floor.Rocchio would not release the gunman's name or age. He said the man wanted a chance to tell his story to the media. Rocchio said a single police negotiator convinced the man to let the hostages go one by one throughout the day, with the last one being set free just half an hour before the gunman gave himself up. About 700 people work in the building on a normal day.

Emergency police dispatchers received a call from the building shortly after the man charged in and quickly brought in tactical officers and negotiators. Don Bellerose, a neighbor in the assisted-living facility where the hostage taker apparently lived, said the man sent a text message to one of the nurses at the facility saying he was going to settle a score with the Workers' Compensation Board on Wednesday morning. He identified the hostage-taker as Pat and estimated his age at about 35.

               

               

Bellerose said he believed the gunman was working in the concrete industry when he was injured on the job. He was cut off from benefits and had threatened to jump off a bridge into the North Saskatchewan River about three months ago. Bellerose said the bridge was shut down for three hours. He also said the man's wife was taking him to court to get custody of their children. Workers' Compensation Board President and CEO Guy Kerr said in a statement that their focus and priority now and in the coming days will on their employees and helping them to cope with the traumatic experience. He also thanked police. In 1993, an armed man claiming unfair treatment from Alberta's Workers' Compensation Board took three hostages before eventually surrounding. Another man killed himself in the parking lot of a Calgary WCB building two years earlier. The death led to a public inquiry and a government apology.

5 students arrested for fighting at Chicago school

 Thu Oct 22, 8:49 pm ET CHICAGO – Five students have been arrested for fighting at a Chicago high school less than a month after an honor student was killed in a brutal beating recorded in a cell phone video camera. Police say four Christian Fenger Academy High School students are charged with reckless conduct and one is charged with aggravated assault. All are male juveniles. Police did not know where they were being held late Thursday. Tensions between students at the school are blamed for the death of 16-year-old Derrion Albert. He was beaten to death with wooden boards during a street brawl after school on Sept. 24.Three teens have been charged with the slaying.

                 In another incident which took place in LOS ANGELES – A San Diego attorney was charged with murder Thursday for allegedly killing his girlfriend's daughter 20 years ago so the mother could take custody of her granddaughters. Eric Fagan, who has written a book about Internet dating, was charged with premeditated murder and attempted murder a day after being arrested at his home in the San Diego suburb of Chula Vista. Fagan, who's being held on $2 million bail, was scheduled to be arraigned Friday.

                 The San Bernardino County district attorney's office said Fagan, 74, fatally shot Cathy Lynn Paternoster, then 32, and wounded her boyfriend Carl Fuerst, then 41, on an October evening in 1989. They said he waited outside the couple's Spring Valley Lake home and fired at the victims after they arrived home and got out of their van. Authorities alleged that Fagan killed Paternoster so her mother, Betty Paternoster, could obtain custody of her granddaughters. Fagan was named a person of interest in the 1989 killing, but detectives couldn't gather enough evidence to charge anyone with the crime.

                Sheriff’s Sgt. Frank Montanez said a cold case team picked up the case in April 2008, hoping they could build on the previous criminal investigation. He said recent interviews provided circumstantial evidence that implicated Fagan.” It wasn't that we found the smoking gun or a DNA hit or anything like that," Montanez said. "We served some search warrants and interviewed people. Over time relationships change and sometimes people are willing to come forward with information that helps our case.” Montanez said revealing further details could jeopardize the case. READING PASSAGE- MURDER Time-15mins

Read the given passage and then answer the questions given overleaf.

On 22nd November 2006 at 0600 hours at Police station # 4 of the Laguna Region was reported that a dead body that was found in the central park. Alpha Unit responded to the scene of incident located at grid references 114-253. At 0615 hours, two police officers arrived at the scene and observed a 165 cm tall female body lying in supine position behind the bush near the swimming pool. The face of the dead was disfigured and a U- shaped mark was seen on the right side of the neck. They searched the crime scene area and recovered a black leather bag, a 200ml empty bottle and a wrist watch. Two security guards were also interviewed. On the day before at 1830 hours, a guard named Daniel Seal had seen a girl with a man outside the changing room. He had inquired about their presence in the area in the swimming pool service of the park had already closed an hour and a half before. The lights, then suddenly went out and he went to see what had happened. He returned at 1900 hours after fixing the fused wire of the main switch but nobody was there. The guard identified the dead as the same young girl and claimed that he could recognize the man. He described the man as a 25 year old muscular built about 180 cm tall with long dark brown hair, dark completion and had the most unusual involuntary hind movement. The description about the suspect was radioed to all police units and the dead body was sent to the hospital for post mortem.

On 23 November 2006 at 1000 hour, a woman from Bratislava Village came to the police station to report about her missing daughter Emilin Kusnova. She identified herself as Sejila Kusnova and reported to the Missing person unit that her 19 year old daughter had left the house on 21 November at 1500 hours and did not come back since then. She expressed her concern over the disappearance of her missing daughter. At 1100 hour, she was taken to the mortuary; she noticed the birth mark on the right side of the neck and identified the dead as her own daughter.

Three hours later, she arrived at the police station and informs the police about Emilia's fear from a man who lived in Vustri. She told the police that her daughter had once mentioned about a man named Roger Mulav who had asked her to marry him else she would face terrible consequences. At 1630 hours, 28 year old Roger Mulav was arrested by Alpha unit from his house in Vustri. The arrested confessed threatening Emilia to marry him but he denied the allegation of murder.

On 24 November 2006, the post mortem report of Emilia revealed disfigurement of her face was due to acid and concluded her death to asphyxia. From report of the forensic lab it was determined that the empty bottle contained concentrated sulphuric acid and the fingerprint sample of Roger did not match with the forensic report and his features too did not match with the description the suspect.

At 1700 hours, delta unit, on the basis of the description of the suspect, arrested a person named James Blake from 'Burmuda Café' situated in the hilly side. James told the police that he was a carpenter and denied the allegation. On the following day the guard from Central Park identified James as the same person he had seen in the park with the girl. The forensic test also confirmed that his fingerprint sample matched with the sample collected from the surface of the empty bottle. A charge sheet was filed against him for the murder of 19 year old Emilia Kusnova.

READING COMPREHENSION TEST 1   “Fighting” Time-15mins

                On Tuesday 4^th November, 2008 at 1345 hrs Timor Leste Police received a telephone call about a fighting incident at the area behind Santa Cruz cemetery. The caller identified himself as Jose Lopes and stated he lives in a blue house at the rear of the cemetery.  He stated he could hear loud shouting and screaming from an area to the south of the cemetery where cock fighting is regularly held.  A Timor Leste Police patrol using call sign Dili-12 was immediately dispatched to the location and arrived at 1356 hrs.

Upon arrival, Dili-12 was met by Jose Lopes who pointed to a large group of males who were fighting at the entrance of Santa Cruz cemetery.  Dili 12 immediately requested that a second police unit attend to assist.  The second unit, Dili 14 arrived at 1403 hrs.

The two patrols attempted to separate the males involved in the fight, however one male ignored police and punched a second male in the face five times using his right fist.  The offending male is described as being 162cm tall, long dark curly hair in a ponytail, tattoo of a dragon on his right forearm, wearing a red t-shirt and black shorts with brown sandals. His name is Francisco Soares.  Dili-12 arrested him and placed him in the rear of the police vehicle.  He was taken to Dili watch house where he was kept until 0800 hrs the next morning. 

The victim Julius Ximines, aged 24 years is described as being 160cm tall, short black hair, black moustache, wearing a blue shirt and blue denim jeans.  He received bruising and swelling to the left side of his face and forehead and a cut to his right cheek which was bleeding.  At 1515 hrs a police forensic unit attended the scene and collected samples of blood on the ground, weapons used and items of clothing worn by persons involved in the fight. 

At 0915 hrs on 5^th November Julius Ximines attended Dili Police Station and made a statement.  He advised that he attended the Santa Cruz cemetery around lunch time on 4^th November to watch the cock fighting.  He drank about five cans of beer.  About 30 minutes later he heard some males yelling at each other.  He moved closer to see what was happening and a male with a tattoo of a dragon on his arm yelled at him ‘get out of here or I’ll hit you’.  The male then punched him in the face five times.  Julius Ximines did not know the name of the male and had never seen him before.  Julius later attended Dili Hospital where he received 10 stitches to a cut on his right cheek.  Police took photographs of the injuries on his face. Enquiries are continuing in relation to this investigation.

MILITANTS KILLED POLICE

                KANDAHAR, Afghanistan (AP)  Taliban militants slashed the hands and legs of five abducted policemen in southern Afghanistan and hung their mutilated bodies from trees in a warning to villagers against working with the government, officials said Sunday.

                The discovery of the bodies came as officials said that recent violence and clashes had left at least 68 people dead across Afghanistan. The officers had been abducted two months ago from their checkpoint in southern Uruzgan province, said Juma Gul Himat, the provincial police chief. The Taliban slashed their hands and legs and hung the bodies on trees Saturday in Gazak village of Derawud district, he said."The Taliban told the people that whoever works with the government will suffer the same fate as these policemen," Himat said. "This village is under Taliban control. There are more than 100 Taliban in this village." Two tribal elders received the bodies of the policemen on Sunday, he said.

                More than 6,000 people have died in insurgency-related violence this year -- a record number, according to an Associated Press count based on figures from Western and Afghan officials.  The executions followed several days of violence in the country's south which left at least 63 people dead, including 58 militants and two Canadian soldiers.   Also in Uruzgan, police shot and killed two suspected Taliban militants on Sunday as they approached a police checkpoint on a motorbike, Himat said.

               

                In Zabul province, the Taliban ambushed and clashed with an army patrol Saturday night, leaving 11 suspected insurgents dead and four soldiers wounded, said Qasem Khan, a provincial police official. Authorities recovered the bodies of the 11 militants killed alongside their weapons, Khan said. In southern Helmand province, a suicide bomber attacked a NATO patrol Sunday in Gereshk district, damaging a vehicle but causing no casualties,  said provincial police chief Mohammad Hussein Andiwal. The police chief said that the suicide bomber was killed in the spot injring 6 NATO army including driver. All the injured were taken to the level 4 hospital run by NATO army.  In Kandahar province, Canadian and Afghan troops battled militants and called in airstrikes in Zhari district on Saturday. One Afghan soldier and at least 20 suspected militants were killed, said provincial police chief Sayed Agha Saqeb.

               

A roadside bomb hit a NATO vehicle during the same battle, killing two Canadian soldiers and their translator and wounding three other Canadian troops, officials said. The body of deceased Canadian soldiers have been sent to Canada by air and other injured were admitted to the level 4 hospital run by NATO army. Separately, a suicide bomber on a motorbike attacked a NATO convoy in Nangarhar province's Chaparhar district, killing an Afghan civilian and wounding another NATO soldier, officials said Saturday. People of Nagarhar Province said that NATO army killed the civilian knowing while the bomb attack and started demonstration in the capital against the NATO soldiers.

 Situation report # 01

                 The “Firestone” rubber company was established in 1926 on land granted by Liberian government.  Now this company is a global supplier of polymeric materials to the rubber, plastics, and asphalt markets. Rubber production began to play one of the major roles of the Liberian economy in the first half of the last century. The main building and management of the company is located 75 km south from the capital of Liberia Monrovia. The “Firestone” rubber plantation has approximately 8 million trees, and it is the world’s largest natural rubber plantation. During Civil war the Company was shut. World Bank promotes oil palm and rubber plantations in Liberia and the reopening of the rubber company became possible with the financial support  of the World Bank. According to the agreement, which was signed in December 2003 The “Firestone” rubber company would receive from World Bank a loan of 3.5 million US dollars to develop  rubber plantation in its 120,000 hectares estate.

 Situation report # 02

On 24 September 2004 at 23.30 hrs 3 gunmen, armed with 3 machineguns arrived on a big truck and stole 4500 kg of rubber from the ware house of the “Firestone” company, located in Sector number-3. The warehouse was guarded by only one night watchman, who had no weapon. The robbers forced him to surrender and warned him, that he would be killed if he reports the robbery to the police. On 25 September 2004 the Authority of the “Firestone” company was very upset with the loss of the rubber. The estimated loss cost 10000 (ten thousand) US dollars. The watchman was fired. The management of the company electrified the perimeter of the warehouse, hired 12 security officers and armed them with 12 rifles. On 27 September at 01.20 hrs security officers noticed the approach of the big truck towards the North gates of the warehouse. The area was well lit and security saw that the color of the cabin of the truck was yellow and the luggage boot was black. There were 3 gunmen in the cabin of the truck. The security warned the truck to stop. The truck stopped. One of the gunmen opened fire and tried to flee. The security fired at him, but the gunmen fled away. The two gunmen were arrested.

 Follow up Report # 03

 At 07.30 hrs on 27 September 2004 the Liberian National Police (LNP) started investigation of the gunfire incident at the warehouse of the “Firestone” company. The police found blood spots on the grass 50 meters away from the North gates of the company. Following the blood trace the LNP found the wounded man in the village. The sufferer received a bullet wound to his left arm and was unconscious because he lost much blood. The police took him to the hospital.  The attending doctor said that wound was serious and the injured man would stay in the hospital for two weeks. The investigation revealed that the stolen rubber was hidden in the village. The rubber was returned to the “Firestone” company. The case is under investigation. The management of the “Firestone” company extended compliments and thanks to LNP Head Quarters for the return of their property and asked permission to set two check points on the road to prevent robbery from the warehouse in the future.
